Is it possible to reuse the teams and the skills configured in one plan in JIRA Portfolio into the other plan?

Currently no, but it will be possible with the new live plans (currently in labs), with the new shared teams feature once skills are made available again for live plans. I'd recommend to watch for marketplace releases when skills are re-added back to live plans is probably a good point to consider the switch.
