I understand that there might not be a native solution, but I would like to be able to set a condition that before a ticket's status can be changed, the checklist items should be checked first.
I wonder if there's a plugin that can do this on Jira Cloud. (We plan to move to a paid plan eventually.)
Or is there just no workaround even now?

Not sure if you still need this. Apart from the previous options you can find Smart Checklist for Jira Free (Cloud) or Pro (Cloud & Data Center), which can help you set conditions according to your own rules.
Moreover, you can build checklist templates to avoid repetitive tasks, for example in the ticket you mention.
You also mentioned planning to move to a paid plan eventually, if that's the case you can consider going through this Atlassian page for assessing the scope and functionality. Or even book a demo for getting started.
You can use Issue Checklist for Jira free or later on PRO. Both Apps are available only on the Cloud.
In Issue Checklist for Jira when you create a Checklist on the Issue, they are Mandatory by default. You can set them as optional, please see here for details on that.
All you need to do to add a validator is to edit your workflow, at the point where you would like to validate Checklist, then add Validation.
The validator is already added as shown. Click on the Validator and publish the workflow.
When this is added, Checklists that are not marked as optional must be completed before the transition is allowed. You can also choose to validate all Checklists. Please see our documentation for more details.

In Jira don't have any by default function, you have to user the 3rd party plugin.
Please check with Atlassian support team to get a best Add-ons to achieve it.
