I use jira with my clients. One client really likes it and wants to use it. Is it possible to change ownership over to him.
For instance, he wants to invite several other folks that would push my jira bill way up. I'd rather have the current project (under my name) be transferred under his name so he can invite all the people he wants as his business grows, and I don't have to pay for it.
Does anyone know the best way to do this?

Your scenario sounds to me like you want to migrate your project to your customer.
If you want to completely change owner of the JIRA instance then in this case you will have to contact Atlassian Licenses.

Yes I think my goal is to migrate the project to him. Again, the main reason is I want him to be able to scale up his team (i.e. invite more users) without me having to cover the cost. I guess it's similar to when you want to transfer a github repository to a new owner... would be nice if it were similarly easy.
It sounds like if he signs up for the $10/month jira cloud subscription, then Atlassian can help transfer it over to him?
Maybe the other option is he creates a new project under his jira account, and invites me as a collaborator and then I can migrate issues to that project?
Anyway, this is a pretty common situation for me. One solution would be to have clients make a jira account whenever we start working, but it's so much easier for me to just jumpstart the project under my account. Also, not every client gets to a point where they need/want to scale up the jira project. I'd say I run into this 50/50.
