Is it possible to upgrade 7.0.0 to enterprise 8.5? If so what are the setp?

the short answer: Yes, it is possible.
Regarding the steps, there is a quite detailed explanation in Atlassian's documentation. This also includes an upgrade checklist. Did you have a look at them already?

We have Jira 7.0 and PostgreSQL 9.0.23 that has to be upgraded to Jira 8.5.

What guidance do you expect? The steps in the Upgrade checklist are really detailed and you can follow them along. It probably does not bring much value if someone copy pastes them over to the community.
The checklist, for example includes a step checking the supported platforms which gives you the result that your database version is unfortunately not compatible with Jira 8.5, so you'd need to upgrade that as well.
If you want to have someone experienced doing the upgrade for you, you could also simply rely on an Atlassian solution partner. You can find suitable solution partners in Atlassian's solution partner directory: https://partnerdirectory.atlassian.com/
