Is it possible with Jira Cloud to read and write to an external db?

I have been doing a lot of searching, where ScriptRunner is mentioned a lot, however ScritpRunner for Jira cloud doesnt seem to have this ability.

Is there an app that allows this?

Like all many people I simply want to read values into custom fields from our external ci and cmdb.

I doubt it. If nothing else the cloud provider or your company probably won't want to open the ports in their firewalls to allow the exchange. everywhere I've worked the ports to talk to the database is only allowed inside the private network and never exposed to outside the DMZ
