Is jira configuration tool still working?

We are trying to start the app using the config.bat command but nothing happens. Is there any prior requirement to make it work?

The problem is I am not able to even run the config.bat. So I am trying to understand if there is a prerrequirement to be able to run the jira configuration tool.

Check if you are in good folder config.bat is in bin sub-directory of your jira directory also check if you have Java platform installed and configured
