As a project admin, one may want to understand why a particular field is not available in the screen. A system admin does have that option available in the name of "Find your field" function. Is there a way to have Project admins use that function?

Yes, "find your field" is available only to users that have Jira Administrator permissions.

No, there is not a way natively to give that function to Project Administrators.
