Is the free small team version available to multiple departments within the same organization?

I would like to know if more than one department within our organization can sign up for a free small team plan.  I understand that these teams would not be able to interact among their separate plans.

while it might make sense at some point to share a site among departments to make the best out of collaboration on the platform, there are no restrictions in how many departments of an organization can sign up to the free plan.

You could create multiple sites (site URLs) within a single organization, but please bear in mind that those sites are "islands", they do not interact with each other and you'll also have not centralized management.

Is it because you would like to keep it free for everyone and stay below the maximum number of free users?
