Is there a difference between Active Users versus licensed users?

I'm running out of Jira licenses, so I wanted to generate a list of all users.  I'm on the admin users page and when I export out a list of users without checking inactive users.  I'm getting a list of 319 users on my list.  However, my application access page says I only have 296 licenses used.    Are users that have never logged in or users who have not been active for the last 180 days counted against licenses?   I'm not able to match the spreadsheet with what I'm seeing on the Admin pages.

Hi @Jerome Fong,

All active users with Application Access are counted for your license. 

So check which groups have application access and get the users from that groups.
