My team handles elevations for our product. I would like to show how quickly we are closing/resolving elevations and how that turnaround time fluctuates over the past month, year, multiple years...
Is there a gadget available in Jira that would capture that?
I currently use the gadget for Issue Filter Formula to display the average number of days an elevation is open but this only shows the current average and not how this may fluctuate month to month, week to week, day to day.

Unfortunately, there is no way you can find with native gadget, but you can achieve it with marketplace app such as Time in Status.
You can display the average resolution time on the dashboard by List View.
Also you can display the average resolution time on the dashboard by Chart View.
Here is the configuration menu, so you can configure your report precisely for your needs.
And with Columns, you can choose statuses that you want to calculate and unite them into Status Groups to calculate the total average time for metrics such as Resolution Time, Cycle Time, and Lead Time.
Add-on has a 30-day free trial version and free up to 10 users.

As far as I understand you are ok to use a marketplace app for your needs. So in this case Timepiece - Time in Status for Jira which is developed by my team at OBSS, is the tool I would highly recommend. It is available for both Jira Cloud and Data Center.
Time in Status mainly allows you to see how much time each issue spent on each status or each assignee. You can combine the time for multiple statuses to get metrics like Issue Age, Cycle Time, Lead Time, Resolution Time etc.
For all numeric report types, you can calculate averages and sums of those durations grouped by the issue fields you select. In your case it is efficient to calculate the average resolution time per year, month etc. The ability to group by parts of dates (year, month, week, day, hour) is particularly useful here since it allows you to compare different time periods or see the trend. (please see the screenshot below)
It is possible to create charts for all reports you receive from the app, both for the entire report and for specific rows/data sets in the report, and display these charts on the dashboard.
Time in Status reports can be accessed through its own reporting page, dashboard gadgets, and issue view screen tabs. All these options can provide both calculated data tables and charts. And the app has a REST API so you can get the reports from Jira UI or via REST. Also you can export the reports in to various formats easily.

You mentioned the Issue Filter Formula gadget; this means that you have our Great Gadgets already installed. Be aware that our app offers some additional gadgets that will address your need.
For example, the Cycle Time Trend Chart gadget will display the average time to resolution for your issues, grouped by time intervals, along with the trend line.
Very helpful can be the Histogram Chart gadget, Control Chart gadget or Advanced Issue Filter Formula gadget offered by the same app.

You can use cycle time (the time it takes for the team to start working on an issue and complete it) and/or lead time (the time interval between the moment an issue is requested to the moment it is completed) reports to get what you need. For these reports, you can try Status Time Reports app developed by our team. It mainly provides reports and gadgets based on how much time passed in each status.
