Is there a known issue that causes JIRA (Server) to come to it's knees? Merge Release?

We're looking into why JIRA is coming to it's knees.  Twice in 1 week.  Never happened before.  Happened with JIRA 7.6.3 and now after an upgrade to 7.13.5.

A partner told me he say the same issue with this scenario at a different client:

"These are the exact same symptoms of a Release Merge – JIRA chokes. The pages try to load, and some UI elements load, but the story data doesn’t. And for everyone, across all projects. It was two hours before it un-choked. I’d be curious if that’s what triggered it. Good luck, sir."

Any ideas?  if this a known issue?  Is there a way to see if this was tried by someone ... we have 6000+ users

We used to run into this issue when closing sprints that had incomplete work that needed to be moved to the next sprint.  The solution at the time was to manually bulk move the issues to the new sprint before closing out the sprint.

We're on cloud though and they fixed it several releases ago.
