We would like an easy way to duplicate a full Jira project and its data into a test project for our development testing. Is there a way to duplicate the production project data and have it safely sandboxed so the test project will not cross communicate to production?

Thank you for your response.
I notice that you are using Jira Cloud and can confirm that Project Configurator only supports migrating Jira Server to Server instances.
This means to migrate cloud instances you need to follow the steps in the guide here which involves restoring each cloud instance onto server, merging the projects before restoring the backup into cloud.

As long as the sandbox environment is does not e-mail or links to other Atlassian application, it will be fine in terms of cross-communication. Also, safer that your sandbox environment has no network connection to the production network.
Also, your sandbox must have the same exact plugins as the production server. Otherwise you will run into many issues where certain things can't import because your sandbox needs those plugins.
Plugins like project configurator will help with this.
