I have a list of 10 issues that have a priority rank ascending from 1-10.
When a new issue comes in that should be ranked at number 3. I would like the remainder of the numbers to shift down respectively from 4-11. Is there any capability in Jira currently for a field like this? I've explored but haven't been able to identify,
As issues continually get added, this task may be tedious to update a list of 50+ issues increasing each issue's field incrementally by + or - 1.

Just for yours and everyone else's awareness (who come across the same issue). There is a Jira Sys Admin capability to utilize something called "External System Import".
This allows you to include the issue Key in your csv file and it will update issues that correspond to that same issue key. This is different that the normal import process most are familiar with that really just creates new issues.

It won't work either - think of what happens if you have thousands of issues and change one at the top of the list.

Is there an alternative where I can bulk change one field for many issues at the same time?
That's really all I want to do, instead of editing 1000 different issues in different links. I also want to do this in the hopes that duplicate value on that field wont be repeated across issues. Thanks.

No, because you would need to make a different change to every issue, and Jira can't know what change you want to make individually.
