Is there a stampdown process for Jira?

I am running a single-node version of Jira Data Center 8.20.1. I would like to be able to take all of the data (projects, issues, workflows, screens, custom fields, etc.) that I have in Prod and update my Dev environment, overwriting all of the existing data during the process.

Is this something that can be done without compromising data integrity and without overwriting the various server configuration files (i.e. I don't want to have to update certs, xml files, etc.)

I've seen the Project Configurator plugin, but it appears that works just one project at a time, which isn't really ideal.

The environments are extremely similar with regards to the various schemes in place, but I doubt that they are identical, particularly with regards to the screens.
