Is there a way or place to view an issue's notification history, hopefully exclusive of comments?  As an admin, I'd like to be able to verify notifications while notifications are turned off.

Hi @Phil Bustin 

Have you checked the audit log? Notification updates should be available there (Settings > System > Audit log).

It should capture the next events: 

Notification scheme created, Notification scheme deleted, Notification scheme copied, Notification scheme updated, Notification added, Notification deleted, Notification scheme added to project, Notification scheme removed to project

I'll try that.  I think it would be useful to users of all stripes to be able to have a section in statuses (if not transitions) showing a log of non-comment notifications (date/time/notification/recipients).
