I was wondering if there was a way to add a Solutions page on to the Jira helpdesk page. That way, we could add things like reoccurring issues or even knowledge that some users don't know but can look up.

When using Jira Software, the best way to share pages with users is by using the feature Pages where it's possible to connect with a Confluence space.
I can see that your email is linked to only one Jira site and doesn't have Confluence. Also, you mentioned Help Desk but the site doesn't have Jira Service Desk, which can also be linked to Confluence and show articles in the customer portal.
Please, let us know more details about where you would like to show the pages.
