Is there a way for an issue filter subscription can be set for a specific email address (besides creating a "dummy" account in JIRA)?
It seems like JIRA by default will only allow "personal subscriptions" or subscriptions to certain groups within Jira. There's no way to have an email subscription to go to, well, an email address.
JIRA runs the subscription filter for each subscribed user separately. Each user gets only those entries that he have permission to view.
You can't subscribe a filter to email because it is not bound to any JIRA user, thus to any permission level.
There could be a workaround:
If you have access to the database, update the username on the table 'filtersubscription' with an email, restart JIRA and try it.
