Is there a way to automatically prevent CHG ticket schedule clash?

When creating a Change (CHG) ticket and a user sets the date and time of the change, I want the system to to do a lookup and if there is already a CHG ticket happening at that time, then there is a warning message preventing standard users from being able to set a change for that time.

Only Users of a certain permission group would be permitted to set multiple CHG tickets for the same time

Any ideas on how I could do this?
