Is there a way to change the base URL in Jira using a script?

I want to write a script that will automatically change the base URL in a given Jira instance. Is there an API call for this, or a way to do it through a database?

Neither one of the UPDATE queries are working in Oracle. I'm getting:

SQL Error: ORA-00904: "PROPERTYENTRY"."PROPERTY_KEY": invalid identifier

for the second UPDATE. None of the propertyentry tables have a "jira.baseurl" in the property_key column.
