Jira's built-in export is not even a binary Excel file. It is an HTML export with the .xls file extension which older Excel version import without any warning, but modern ones display a warning.

If you want real XLSX files, use this app:

https://marketplace.atlassian.com/apps/1212652/better-excel-exporter-for-jira?hosting=server&tab=overview

(Discl. I am working on this paid and supported app.)

As with most Jira & Confluence features, expect the bare minimum. Having used Atlassian products for several years, I've learned their development model is to produce only enough to advertise the capability, but often features doesn't fulfill the actual need.

Case in point -- the XLS file saved isn't even a valid MS Excel 2003 file, but rather "something that Excel can muddle through importing". It can't be imported by any other Excel-compatible MS tool (e.g. Power BI, etc), or processed with any community converters that are often used within scripts as ad-hoc "connectors".

Oh, and as soon as your data reaches 1000 records you'll be begging your on-prem admin to enable higher record counts. if you're on Cloud then you're SOL.
