Is there a way to create an email template based on a custom transition?

I want to send out a notification similar to the Issue Updated email template but one that's customized with specific verbiage. Can this be accomplished in JIRA Cloud. I've seen the server documentation but i don't believe it applies to my situation.

No it's not applicable to JIRA Cloud because you won't have access to the server where it is hosted.
