Is there a way to create templates for issues?

We are using Jira Software Premium Cloud and our Engineering teams are in company managed projects. 

One of our teams is wondering if it would be possible to define story templates in Jira similar to how we can define pull request templates in Github.

The team has a description template they've been following for most stories to make sure we're including all the relevant information, and it would be nice to have a more streamlined way to pull that in. Currently we have a Github gist that we copy/paste from, which works, but is kind of a pain.

I know this is a request already on the backlog here but wondering if anyone has come up with a way to do this currently (that doesn't involve paid apps).

EDIT: I just noticed the no paid apps piece.  Automation is the only way I can think of without additional cost.

We are using automation for this, so every time the teams are creating a new epic, automation will generate a handful of stories with a default description in them.
