You can also consider adding Checklist to your issues (in the form of ToDo list).
My company provides Issue Checklist app for Jira Cloud that solves the case you are asking for.
It allows users to set a default Checklist template, so every new issue in the project gets default checklist applied at the time the issue is created.
It is also possible to block issue transition (e.g., Resolve) if not all Checklist items are completed.
Along with many other features, it allows teams to solve other problems and improve the workflow.
