Particular User want to show all the Issues which are assigned to him irrespective of whether they are closed/resolved/fixed in Jira Dashboard. Is it possible?

You have to put a filter gadget on the dashboard with what ever filter is required. By default "Assigned to me" gadget only shows the resovled issues.

Run a filter that includes them and use that in the gadgets. Some gadgets have hard-coded filters, so you'll want to drop them and use ones that let you choose a filter instead (e.g. assigned to me -> filter gadget)
