Is there a way to get a list of all users via REST API

I would like to get a list of all the usernames of my existing users. Can I do this with some kind of request?

I only use the cloud version, so there may be slight differences. Since earlier this year, because of the GDPR changes

/user/search?query=

is the only query which returns all users.

It is limited to 1000 rows.
