Is there a way to have populated "hide when empty" fields not appear at the bottom of "Details"

At least in my team-managed project, whenever I populate a "hide when empty" field, the field shows up at the bottom of the details section list of fields. I would like for my populated "hide when empty" field to appear near the top part of the details section as we have many other fields and it is bothersome to have to scroll all the way down.

"Hide when empty" fields will aways be shown after visible fields, and based on the order that they appear in on the issue layout. The only way around it would be to pin the fields you want to see at the top. Note that pinning fields are per user, there is no setting that would allow you to pin fields for all your users.
