Is there a way to hide subtask for specific group of users on a same project?

hi to all

we have a project where users reports bugs, and we create subtasks for the developer team for those bugs; however we dont want that USERS see those subtasks and keep only 1 project is it possible? we tought our best solution was create 2 projects 1 for users and 1 for developers and copy the issue between projects, but we are looking a better solution.
