...based on the value of a field?
I'd like to highlight tickets that are on hold because they need more requirements. I need a bold way to communicate that these tickets are ineligible to be added to a sprint.
If I can't highlight the ticket, any other suggestions would be appreciated.

This would be possible with an add-on from the Atlassian Marketplace. These two options are only available on the Server version of Jira. If you have Cloud I don't see a solution for this.
