Is there a way to import logged work only in bulk (CSV) into active projects in Jira?

We have to go through 3 months of tasks that don't have logged work times per assignee.  We'd like to import the log times for the assignees filling in the CSV we export from Jira. 

Is there a way to import Jira tasks with updated logged work times as a different user?
