I understand that Jira Cloud does not support the extended project admin permissions, so I cannot allow a project administrator to edit their own workflow. I did see that this was an option for Jira Server, but not for Jira Cloud.
It seems that the only way they could edit their workflow is if I made them a global Jira Admin. If I do that, is there a way for me to limit their Administer Jira permissions to only a certain set of projects?
Or is there another way around the restriction? The goal is for a small group of people to be able to edit the workflows of a small number of their own projects.

No, you can't limit which workflows a Jira Administrator has access to. They have access to all or none. Is there are reason the workflows are getting updated so often?
But I understand the need…sometimes you have admins like John and man you don’t want him playing around in all those projects!
