Is there a way to lock down the ability to remove/add stories to sprints after it starts?

I'm a system administrator for Jira. We have a request from a project administrator asking if we can lock down the ability for his team to move stories in and out of sprints once they've started. 

Is this a permission we can set at the project level? I did a bit of research and wasn't able to find a specific permission that grants this ability.

Is the request to prevent any user from moving stories in or out of the sprint, or does the project admin want to retain that permission for some users?

What version of Jira are you using? And is it Server or Data Center?

There is not a permission that zeros in on preventing moving issue in or out of a sprint for only active sprints.

The ability to move issues into and out of sprints requires the Edit Issue and Schedule Issues permissions, but that is not specific to active sprints. That would affect planning sprints also.
