Is there a way to make the Epic Link field stay on the full issue view with no values in it?

We have a user that wants the "Epic Link" field to populate on his Jira issues regardless of whether there's a value or not so that his team can fill out the field from that view without editing the issue.
Is there a way to make the "Epic Link" field stay on the issue screen regardless of whether it has a value? The first image below shows an issue with a value in that field, and the second shows what the issue screen looks like with no values in that field.
