Is there a way to prevent new tickets from being created in an existing project while still allowing updates to those existing tickets?

Hello,

It is possible. You should go to the project permission scheme and remove the Create Issues permission for the users, who are not allowed to create tickets. Then make sure that the Edit Issues permission is granted to these users. You can read more info about project permissions here:
