Currently, a user has to be in a "project admin" role to be able to get the ability to do a lot of items such as add dates, create issues, ect. However, this also gives them the ability to delete issues and other admin functions.I want to investigate the way we've configured roles within Jira and see if there's a better method available. Can anyone help?

You can create a specific permission scheme that gives certain project roles access to different project permissions. This way you can expand the abilities of a user without having to give them the project admin role.
