Hello,

Our users do not have the permission to edit other users' comments. However, when someone posts a comment formatted with markup, the others want to be able to reuse it (for example a table). Is there a way for the users to be able to view the markup of comments they do not have a permission to edit?

No, that's not possible. You need write permission to see the 'code' of the comment. But there is a button (question mark) which opens a small windows which shows all markup elements.
