Is there a way we can create a role on jira

we want to create a role on jira that is unable to edit the system setting, a role that is able to create jira projects, add users to the application  and edit work flows for different projects

It is not possible. There are only two roles Jira Administrators and Jira System Administrators which can create projects. You can not add a new role.
