Is there an easy way to update the Highlight color when a user hovers over a row in an issue filter?

Wondering if anyone figured out a way. I found the option in Look and Feel - but that only updates the hover color when you use a dropdown menu.
Is there an easy way to update the Highlight color when a user hovers over a row in an issue filter? See this example. We want to make the hover color darker.
