I found the default filter ASSIGNED TO ME on Jira board but In my project I want to assign an issue to a group of people. Can we have ASSIGNED TO A GROUP filter?

No. One of the reasons Jira was written was that "assign to group" is a terrible thing to do and does not work in real life.
See https://confluence.atlassian.com/jira/how-do-i-assign-issues-to-multiple-users-207489749.html for ways to say "this group also have responsibility", but never neglect the assignee - you will regret assigning to group.
