There are many things you can do in Jira. The full documentation is available online here:

You can also find training videos online in YouTube.

At a very high level...

1. A Jira Admin will have to set up user accounts or link the Jira system to an identity management service, so users can login.

2. There are default permissions, screens, fields, and workflows that will handle functionality. A Jira Admin can also customize all these things if you need to.

3. A Jira Admin will have to create a project and ensure the users have access to it.

4. You can then begin creating issues and managing them.
