I actually want to change the working hours just for one month i.e., Ramazan Month

Per your description, I believe you would like to schedule/set the business hours and days of the Time tracking fields (Time spent, Original and Remaining estimate) for specific months in Jira. Is that correct?
Unfortunately, it is not possible to change the business hours related to the default time tracking functionality for a specific month. It can only be defined globally with a single default pattern for all time, as you can see in the documentation below:
About your second question, it is possible to define the non-working days in a week-basis, by changing the field "Working days per week" under Jira Settings > Issues > Time tracking.
That being said, we understand how the individual day-offs and customization of business hours are relevant to better planning your team capacity, so we created the following feature request to improve the time tracking functionality:

Feel free to vote and watch the suggestion to increase its priority and also receive notifications about any updates.
As a possible workaround, Jira Cloud applications support other custom time tracking providers like Portfolio for JIRA, which you can find in the Atlassian Marketplace.
