Is there any option to rearange fields in this screen popup's up when click on issue cards in kanban board. please see the screenshot of popup screen

In the board configuration (the three dots on the top right menu) the last option (Issue detail view) lets your rearrange the fields for viewing the issues in the board.

I think it is not going to let you modify the order as much as you want but you could give it a try...

You can't change the order unfortunately, you can only remove what you don't need.
