Is there any plan for Atlassian to introduce user group based pricing for add-ons?

I was trying to subscribe to the test management tool for Jira. My whole company uses Jira, irrespective of whether them being testers or developers. Due to the pricing strategy by Atlassian, I will have to pay for all the users. 

This leaves us with three options

  • Find a test tool that is not linked to Jira
  • Move non-tech users away from Jira and to some better tools.
  • Wait for Atlassian to fix this crazy pricing strategy. 

What will be your suggestion?

No, they are not going to change that pricing policy any time soon.

I'd recommend paying for your usage as the best option.  Use a less integrated test tool is the next best option, many can be integrated with Jira to provide some level of cross-over.  The other option isn't really valid, you won't find better tools.

I'd also question why your "non tech users" are doing tech work like testing.
