Is there any rest api by which we can Jira 'user' timezone

We have used this api on cloud --

https://ibmappcon.atlassian.net/rest/api/3/user?username=admin

It working for on cloud users but for on premise instance i didn't get any response

http://10.53.19.174:8080/rest/api/3/user?username={username}

For this request ,It gives 'Oops, you' ve found a dead link. - JIRA'

So,can i get any rest api by which we can get any user timezone?
