Found this article: https://confluence.atlassian.com/adminjiracloud/changing-the-default-order-for-comments-from-ascending-to-descending-884344544.html which tells me how I can change the comments order from ascending to descending on the old issue view. However, this does not also apply to the new issue view.
Is there any way to make this same change for the new issue view?

I'm not too sure what you meant by "new issue view".
New issue created should follow the order defined in JIRA System settings.
Unless you toggled the order through the arrow button at the top right corner of the issue comments panel (this will overwrites the JIRA System settings):

I'm referring to the Issue View that pops up in Sprint views. This is apparently the "New Issue View" as described by JIRA Labs. (It's enabled via a property in a user's profile). Rather than opening up a sidebar, the new view pops up as a modal dialog with a subset of fields available on the JIRA issue.
I'm able to change the order of the comments in the full detail view (the one you've shown in your screenshot), but none of these changes affect the Sprint detail view.
My guess is it hasn't made it in yet (we just got Log Time ability in this view a week or two ago), but wanted to be sure.
