I think you can do this by doing a CSV import. I believe most of the issue tracking systems have the functionality to export their issues to a CSV file format, and from there, you can import it to JIRA.
CSV import to JIRA will also allow you to import attachments into JIRA issues, by specifying the path of the attachment, and them perform the import. You can refer to the following documentation for further information on CSV import:
