To migrate a Jira Server to a Jira Cloud, is there any way to migrate the user passwords? We do not want to implement Atlassian Access on Server, we want to do it later, then our doubt would be if there is a way to migrate the passwords and do not have to change the password manually at the first login, if not they can have the old password. In addition to that, if we deploy Atlassian Access in Cloud after the users have to change the password, once Access is deployed, they will have to change the password again or they will be automatically synchronized.

Without Atlassian Access, a user wil receive an Atlassian Account with a new password, that is self-managed.
You won't be able to migrate passwords from you Server instance.
When you adopt Atlassian Access afterwards, connect it to an IdP and enforce SSO, the current AD password can be used (without changing it again).
