Issue Collector blocking Jira Issue Elements

The issue collector trigger (button) is covering the scroll bar (down arrow) and page selector of some projects issue navigator screens.  How do I move it out of the way to a more suitable location?  While I have searched and found some guidance about customizing the issue collector, it seems to require some magical advanced knowledge of HTML, Java script or some combination of both.

Issue collector appends itself to a page using HTML + JavaScript + CSS.

As such and as you rightfully mentioned, the person who added it to your webpage would have to use the css to reposition it on the page.
