Issue Collector doesn't render correctly

Issue collector when viewing in the template view doesn't have any of the data entry fields, just the header.

It was teh compatibility mode being turned on for intranet sites. Turned it off and it works.

It looks like it works in Chrome browsers but not IE 8. Is there a minimum version/build for this to work correctly?
