Issue Type Restrictions for Developers in JIRA Data Center 9.12.12

Hi everyone,

I'm working with JIRA Data Center version 9.12.12, and I'm facing an issue with permissions in a specific project. When logged in as an Admin, I can create any type of issue, but when logged in as a Developer, I only see three issue types available to create.

Has anyone encountered a similar problem before? What could be causing this issue, and how can I fix it to allow Developers to create all issue types?

Can you confirm whether you are trying to create and work item in the same project when you log in as Admin and Developer?

If so, could you please share the project issue type scheme and permission scheme?
