Wanted to implement the issue collector but first wanted to make sure that the non-user that completed the form in issue collector thus creating a ticket in our project could see the comments or receive notifications when the ticket is updated.
Please let me know if this is possible or not.

It's possible. The issue collector allows visitors who don't have a user account in Jira to use the Jira feedback form. Therefore, visitors don't have access to your Jira account. You can also configure your form to attempt to match the submitter's email address to be a Jira user. Have a look at Use the issue collector and Customize the Jira issue collector.
Okay but will they be able to see the comments left by us and will they be notified when we update the tickets status or insert new comments ?

The short answer is no. Visitors won't see comments, receive notifications, or any other details in Jira - assuming your issue collector configuration doesn't attempt to match the reporter.
The caveat is important because, at the end of the day, you will have a Jira issue. As issue collector provides the ability to match the reporters' email addresses, you also have the flexibility to configure your notifications and permissions considering the scenario where there will be a match.
